Sometime the security allow you to go in without having any reservation in the restaurant or in the hotel itself. It is depend on the time. You may tell the security that you don't have any reservation but willing to have a cup of coffee there. But if they have VIP guest, they will not allow you to go in. The other option is to have reservation.
2. You have reservation in this hotel
This is definitely you can go in if you want to stay a night or more in this hotel. It gives you full access to this hotel. This hotel is exclusive for their guest.
3. You have booking reference for any restaurant in the hotel.
You can book in one of restaurant in this hotel. Like afternoon tea. There are some restaurants and bars in there. If you don't want to spend more, you can have a cup of tea or coffee with low budget. It's about AED 100 or US$ 27 per person. You will get a cup of tea or coffee and cake. And enjoy being inside the incredibly beautiful hotel.
4. You have invitation from someone who have booking reservation in the restaurant in this hotel.

Private Guided Tours
You may be able to go and see inside the hotel through that ways mentioned above but it's only for limited area. Because they keep the exclusivity for their guest. But they organise private guided tours daily for 45 minutes except on Friday at 10 AM to 4 PM. It’s mandatory to call Guest Relations one or two days in advance on +971 2 690 71 08. Their office will tell you a date and time after checking all the facilities are available.
The private guide will tell you about the history of the hotel, the facts and figures of the hotel. They will take you to the ballroom, the auditorium and also the hotel's most expensive suites.
You may need to pay AED 100 or US$ 27 per person. The minimum age of the kids is 12 years old. And the maximum people in the group is 11 people.
Emirates Palace Dress Code
There is dress code that is mandatory to follow otherwise you will not allowed to enter the hotel. The security will check you from head to toe.
Required wearing Long trousers. No shorts. No flip flop.
Women should cover their shoulders, wear long trousers or skirts. No flip flop.
