How To Get Good Conduct Certificate In UAE

As of February 4, the government will require those moving to the UAE to work to produce a new document: a 'good conduct and behaviour certificate' or police clearance letter.
The term varies between countries but it must be proof that you have never committed a criminal offence.

Immigration officials confirmed to The National that the system is principally aimed at ensuring all new residents have no criminal history - and thaexpats already on a visa will not have to seek a background check if they move on to another company.

Any expat moving to the UAE should secure the police clearance letter before they come, and also cautioned it will cause uncertainty and a significant delay in the new visa process.

A Brief Guide from Different Countries

The police clearance certificate should be issued from your home country, or the country where you have lived for the past five years. So a new expat travelling to the Emirates for work should get this from your home country before you leave. The system varies between countries but is typically a central police force and authority. 

For example, in the United States, citizens can obtain a certificate of "good conduct" or "lack of a criminal record" for a number of reasons for use abroad, Americans can visit their local police department or request from the Federal Bureau of Investigation (FBI) either an FBI Identification Record or proof that a record does not exist.  In France, citizens can apply online through the Ministry of Justice’s website www.cjn.justice.gouv.fr. They will have different options depending on their place of birth and whether they are in or out of the country. India citizens can apply online through the website of the Ministry of External Affairs’ Consular, Passport and Visa Division  They will have to register through the Passport Seva online portal and click the "apply for a police clearance certificate" link. After entering the required details and submitting the form. In Australia, The country’s federal police can provide National Police Checks for residents of the Australian Capital Territory, Jervis Bay Territory and external Commonwealth territories. Australian citizens can apply online or download a form to complete and print before submitting it via the post. Each application costs around AUD$42, or up to $139 for a fingerprint submission. Processing time is around 15 working days from receipt and around 30 working days for applications that include fingerprints.

It will need to be attested or stamped, in a similar way to a marriage certificate, by the UAE embassy in your home country. It can also be stamped by the UAE at a Ministry of Foreign Affairs and International Cooperation customer centre in the Emirates.

What if You Already Live in UAE?

If you’re an an expat that already  live  in UAE you still need a certificate If you move to a new job Senior officials told The National that the primary focus is ensuring anyone come to the UAE to work for the first time gets one. But details are still being worked out and the situation could change. In addition, companies may well begin asking for the certificate regardless - so it's best to think about getting it now.

This isn't clear yet, and it would be best to ask your new employer exactly what the visa authorities have asked them for. It is possible you will need to present both a UAE police check and one from your home country - which could be a lengthy process - though the authorities are yet to clarify this.

How To Apply In UAE And How much is the fee?

You can get one from police in the UAE through MOI App. But you will need to have lived in the Emirates for more than five years to meet the new criteria. Dubai Police and the Ministry of Interior both have web-based application systems. Dubai Police's Police Clearance Certificate can be applied for online by MOI App. The application takes a few minutes and involves entering your Emirates ID into a page and some basic personal details. 

Documents Required

You will need the following documents: 
1. A valid Emirates ID
2. An active email address
3. 2 recent passport-size photographs
4. A copy of your passport.

To apply through the website, you need to access your user profile through MYID link or apply directly by completing the form. The confirmation screen will send you an activation code through a (SMS) message. You must enter the activation code in the code box. After this, you will be directed to the payment screen, through which you can evaluate the service then follow up on the payment process by clicking on the payment button. You will then be directed to Smart Government Payment Screen to complete the payment process. And you will get the result through e-mail within 24 hours.

The Fee

The service fee to obtain this certificate for a UAE National is Dh100 whereas for residents it is Dh200. If you are applying it from outside the country, the fee is Dh300.

Apply Good Conduct Certificate From Other Country

For those applying UAE Good Conduct Certificate from another country, you will need to get a fingerprint card approved by the UAE or any GCC council, 2 recent passport-sized photographs, Valid passport copy, UAE visa copy, if possible, and purpose for applying. This can be done either online or through the Dubai Police GHQ website. If you are in Abu Dhabi, you can submit the application along with the required documents at the customer service section in the police station. You can pay the fees by e-Dirham or visa card and receive the certificate by Empost or immediately in case of submitting the urgent application. A Dh50 by e-Dirham or visa card is payable along with a Dh15 Empost charge. If you want the certificate urgently, the fee will double.

Apply Good Conduct Certificate In Other Country

For those outside the country, you will have to get fingerprints taken at any police station within the country of residence. After this, you will have to attest the fingerprint card by the UAE embassy in the country of residence. Once the attestation has been done, you can send the application along with the required documents to the General Directorate of Abu Dhabi Police. The total fee for those applying outside the UAE is Dh533. This includes good conduct certificate (Dh53), translation to English (Dh100), accreditation by the Ministry of Foreign Affairs (Dh300), accreditation by the Ministry of Interior (Dh50) and an Empost charge of (Dh30).

Why it is Important?

The Police Clearance Certificate is becoming an important document as an increasing number of employers in the country are asking resident candidates to furnish one to ensure that the individual has had no trouble with the law. The move marks one of the most significant changes to the UAE's visa system and has resulted in a flood of queries to the authorities and expats' home embassies.

The very rationale of requiring a CGC is to create a safer and more sustainable society. "Making the UAE one of the safest countries in the world is the government's main aim. The new requirement will definitively prevent criminals from entering the country. The state has the right to protect society and its members," Major General Khalil Ibrahim Al Mansouri, assistant commander-in-chief of the Dubai Police for criminal investigation affairs, said.

Moreover, it is not just aimed at preventing and reducing crime in the UAE. The new procedure will also help those involved in financial cases to clear their names and come back or continue to work in the country.

People can cycle or drive across the suspension bridge. Almost the size of Abu Dhabi's main island in length, there are grand designs to one day make it a leisure and entertainment destination.

Get To Know About Public Parking in Abu Dhabi

There is a saying that said, A good city is the one with good transportation access. Looking for a parking space costs time and can be very stressful. Easy and accessible parking contributes considerably to a better quality of life for people living and working in a big city. For that reason in Abu Dhabi, a capital of United Arab Emirates, The Department of Municipal Affairs and Transport (DMAT) launched a MAWAQIF programme in 2009. MAWAQIF is a paid parking system which one of the inter-relation programme with other transportation service in Abu Dhabi.



Mawaqif provides a sustainable parking management solution and was designed as a multi-phased programme. In order to address the growing demand for parking and to prevent the misuse of limited parking spaces, a paid parking system has been developed. For the initial phase, paid parking was implemented in the most densely trafficked commercial areas around Khalifa Street and Hamdan Street, Eastern Ring Road, Bani Yas Street. On January 30 2010, MAWAQiF began implementing paid parking in the area between Hamdan Street, Sheikh Zayed the First Street, Airport Road and Baniyas Road, with a total of 3,725 parking bays. Know The Classification and The Penalty

The parking areas are classified into two categories, premium and standard parkings, Standard and Premium Parking with different maximum stay hours. For standard parking you get maximum stay of 24 hours with the fee of 2AED/hour and 15AED/day. For premium parking, you get to pay 3AED per hour of maximum stay of 4 hours. The standard parking areas can be identified by the turquoise and black kerbstones, and the premium parking areas by the turquoise and white kerbstones. The parking fees are applicable from 8:00 AM to 12:00 AM from Saturday to Thursday. Parking is free on Fridays and on public holidays and for people with special needs. Additionally, parking bays in vicinity of a mosque are free for 45 minutes starting from the call for prayer (Adhan).

We all knew as the classic problem of how well a system can be applied is in line with how effective the penalty works if one not follow the system rule. Therefore, illegally vehicles will be fined. Penalty charges range from AED 100 to AED 1,000 depending on the severity of the violation. Should a violation notification be ignored, Mawaqif will remove vehicles within 24-48 hours. If vehicles block designated escape routes, spaces reserved for people with special needs, vehicles of the fire department and ambulances, they will be towed away immediately. Park and Ride
Another element of Mawaqif programme is the launch of "Park and Ride" services throughout the city of Abu Dhabi. The first "Park and Ride" service was introduced in Al Bateen area. Free shuttle buses operate from 6:00 AM to 5:00 PM from Sunday to Thursday to transport commuters from the free parking area to nearby buildings. The "Park and Ride" service not only ensures the availability of free parking spaces in congested areas, but also contributes to Abu Dhabi’s efforts towards environmental protection and sustainability.


Payment Method Variation

Payment can be made at the parking meter using MAWAQiF Prepaid Card or coins. There will be two separate tariff meters for Premium Parking and Standard Parking. Please make sure to pay the correct fees to avoid fines. Prepaid Cards provide two kinds, which are 50 dhs and 100 dhs. Another way is pay with coins which divide into three amounts, 0.25 dhs, 0.50 dhs and 1.00 dhs. Prepaid cards are available at all of the MAWAQiF Customer Service Centers. For the working hours of the centers. Another prepaid card information, if you want to purchase large quantities of prepaid cards, you can because prepaid cards are not sold in bulks. You can purchase any quantity of these cards at the one time, at standard rates. Just noted that at this stage, it is not possible to recharge prepaid cards, this service may be available in the future.



About Residential Permit

The resident permits are available for the owners or the tenants and their affiliates of first degree relationship such as mother, father, wife and kids, with a maximum of 2 permits, which is sector and vehicle specific. The permit will give the right for the vehicle owner to park in the paid parking area in the same sector he/she lives in without paying any more fees by displaying the permit clearly on the vehicle dashboard.


Annual fees for the resident permits are 800 dhs for the first vehicle, 1200 dhs for the second vehicle. Verification and processing of resident permits, take a minimum of three working days. Residents can obtain their permits from the Mawaqif Customer Service Centres. Thus, there will be a paperwork to do if you want to apply for this residential permit service. The papers required to obtain a resident permit are passport copy with valid residency visa, lease of contract, or residency ownership proof, last electric bill, vehicle ownership and relationship proof for the vehicle owner if different from the tenancy contract.

However, having a resident permit, does not mean that you can reserve a parking bay specifically for your use at all times. The main purpose of parking permits is to allow you to park in any available parking bay, in the standard parking areas, without having to pay hourly or daily tariffs at the parking meters.

For you who didn’t have a residential permit you can follow the general rule of pay with prepaid card or coins with a choose between standard and premium parking classification.

Parking Violation!

All illegally parked vehicles will be fined as per the Abu Dhabi parking law. Penalty charges range from AED 100 to AED 1000 depending on the severity of the violation. A detailed list of the penalties can be found on the following link or at the MAWAQiF Customer Service Center. Payment of parking violation tickets are made at the MAWAQiF Customer Service Center. If you pay within 15 days, you will get a 25% discount on the total fine amount. But we always wish you will never have to face such problem. But you really have to learn briefly about the all important service and methods to avoid unawareness of the action that you made relating to parking activities. Head over to their costumer service page or just give them a call to ask about all details. They are conveniently located close to the paid parking areas. Four region center of customer service provide all necessary information on Mawaqif parking services. At these Centres, customers can buy prepaid parking cards and apply for residential permits. You can call the Mawaqif Call Center 24 hours a day, 7 days a week on 800-3009.

New Mobile Payment Method To Pay Parking In Abu Dhabi

From 28 January 2018, you can pay your parking fees from Abu Dhabi through your mobile phones without the need to register with Mawaqif. It does not matter whether you have Dubai plate number or any other emirates plate number, you can pay your parking in Abu Dhabi from your mobile by SMS with new code. This method is very easy and convenience when you do not have coin to pay parking or prepaid card. The old SMS method is still working for now until further announcement from Mawaqif. 

Abu Dhabi-registered vehicles code has been changed from RED to AUH. And also now you can type S for Standard Parking (Dh2 for one-hour parking) and P for Premium Parking (Dh3 for one-hour parking). So, the new format to pay your parking through SMS is: city code, plate category, space, plate number, space, S or P, space, and duration in hours. Then you can send the SMS to 3009.
